摘要 从1980 年中国恢复重建商业保险业务以来,中国保险事业取得巨大成就。但是,商业保险在中国的运行却表现出了与在西方不一样的特点。笔者通过对商业保险在中国运行的文化分析发现,作为一种制度安排,商业保险是植根于西方社会的文化基础之上的。商业保险在西方的运行以商品经济制度和正式的组织制度 为基础,有效的法律规范为保证,以注重经济保障功能、风险观念、团体主义和 个人主义、制度信任等基本价值观为支撑。当商业保险传入中国后,因为中国的 市场经济体制还没有完全确立,正式组织制度的不健全,法律环境的缺失,加上 重义轻利、天命神意、家庭主义、人际信任等价值观的影响,商业保险在中国运 行的文化基础还不完全具备。在中国恢复重建商业保险之前,中国就有社会保障 制度、家庭保险制度、互助保险制度存在。这些制度不仅具有商业保险的经济保 障功能,还有服务保障、精神慰藉、情感支持等功能。而且,中国有确保这些制 度功能发挥的组织基础、规范基础和相应的价值观基础。当中国从西方引进商业 保险后,中国人将商业保险和这些相关的制度、规范和价值观进行比较,然后综 合考虑决定采取什么态度和行为。因为商业保险的文化基础和这些制度的文化基 础存在冲突,中国人对商业保险的认知、态度和行为与西方人不同。由于中国的 社会转型,中国的社会结构逐渐向西方社会结构转化,从而引起文化变迁。文化 变迁为商业保险制度在中国的发展带来了机遇。
外文摘要 Since reestablished in 1980, China''s insurance industry has achieved great accomplishments. However, comparing with the commercial insurance in the Western, there are some different characteristics between China and the Western countries. Through cultural analysis on the run of commercial insurance in China, the author finds that, as an institution, commercial insurance is embedded in the western culture. Institutions including commodity economy and formal organization, formal norm including effective law, and basic values including stress on economical security, risk conception, organized idea and individualism, system trust, offer the run of commercial insurance in the Western with cultural foundation. When introducing commercial insurance from the Western, China does not have the full cultural foundation of the run of commercial insurance because of the immature market economy, imperfectly formal organization, lack of law environmental, and the influences of values including stress on “ties of friendship”, providence, family ethics, personal trust. Before 1980, China had already had social security, family insurance and reciprocal insurance which have not only the function of economic indemnification, but also the functions of services, spiritual comfort, feeling support. Moreover, China has the cultural foundation including organization, norms and values which could ensure their run in China. After introducing commercial insurance, Chinese people would compare the institution, norm and value of commercial insurance with those of social security, family insurance and reciprocal insurance. Chinese people are different from the Western people on the insurance knowledge, attitude and behavior for the conflict of their cultural foundations. Due to the social transformation in China, China''s social structure has been changing which causes the cultural change. Cultural change brings opportunities for the development of commercial insurance in China.
