摘要 泥石流和滑坡是我国西南山区常见的地质灾害,对当地居民的生命和财产造成严重的威胁。白龙江流域泥石流和滑坡分布广泛,受2008年5·12汶川地震的强烈影响,岩体稳定性破坏严重,有学者估计在今后20至30年之间,泥石流和滑坡都将进入一个活跃期。这两种地质灾害成灾迅速,对其进行准确的监测和预报比较困难,因而灾前的风险评估非常重要。承灾体易损性的定量评估是风险评价中的重要组成部分,对于减轻灾害损失,特别是避免重大人员伤亡有非常积极的意义。文中对泥石流的易损性评价从两个尺度进行探讨,一是从区域的角度以研究区各乡镇为评价对象;另一个是对多个泥石流灾害点的相对易损性进行评价。滑坡由于灾害规模相对较小,在区域性易损性评价中说服力不足,只针对多个滑坡灾害点的相对易损性方法进行了探讨。对于不同尺度的灾害易损性评价,文中构建了简单、易行且具有广泛适用性的评价指标体系,能够为其他地区的泥石流、滑坡易损性评价提供参考,同时依据易损性的评价结果为当地的灾害管理提出了参考意见。
外文摘要 Debris flow and landslide are common geological disasters in mountainous area of Southwest China, and pose a serious threat to the lives and property of local residents. Bailong River watershed debris flow and landslide distribution widely, strongly influenced by the 2008 5·12 Wenchuan earthquake, the stability of rock mass damage seriously. Some scholars considered that in the next 20 to 30 years, debris flow and landslide will enter an active phase. These two disasters form quickly, and it difficult to monitor and forecast exactly, so it is very important to assess risk before disaster.The quantitative evaluation of vulnerability about disaster bearing-body is an important component of risk prediction, and make very positive meaning for reducing disaster losses especially to avoid significant casualties.Vulnerability assessment of debris flow in this paper carries on the discussion from two scales, first from regional point of view with the township for the evaluation object; second for the relative vulnerability assessment of plurality of debris flow.The relatively size of landslide is small,so the landslide vulnerability assessment of regional scale less than convincing, this paper only discuss the relative vulnerability method of plurality of landslide hazard.For vulnerability assessment of different scales about the disaster,a simple and applicable evaluation index system was constructed in this paper, it can be used as the reference for the vulnerability assessment of other regions, at the same time the vulnerability assessment results put forward some suggestions for the local disaster management.
